WHEREAS, Police Officer Walter Barclay was appointed to the Philadelphia Police Department on April 26, 1965; and
WHEREAS, Officer Barclay was assigned to the 35th Police District where he served as a Line Squad Patrol Officer; and
WHEREAS, On November 27, 1966 at 3:00 a.m., Police Officer Barclay and another officer responded to a burglary call at a hair salon located at 6604 North 5th Street. When they arrived, the officers confronted a man in the rear of the location, who shot Officer Barclay twice before fleeing; and
WHEREAS, Due to his wounds, Officer Barclay was left paralyzed from the waist down at age 23; and
WHEREAS, On August 19, 2007, Officer Barclay succumbed to complications from this gunshot wound which he received 40 years earlier; and
WHEREAS, Officer Barclay died at the age of 64; and
WHEREAS, Officer Barclay resided at 4036 Mitchell Street; and
WHEREAS, Officer Barclay is survived by his sister, Rosalyn Harrison, and his brother, William Barclay; and
WHEREAS, In recognition of the dedicated service by Police Officer Walter Barclay and to further memorialize the sacrifice he made by serving and protecting the citizens of Philadelphia; now therefore
RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, That we honor the life and service of this dedicated public servant by also naming the 4000 block of Mitchell Street and the streets at the intersection of 5th Street and 66th Avenue in honor of Police Officer Walter Barclay, Badge No. 1410.
