Granting permission to Ashwin B. Patel and Rams Newsstand, owner and operator of the newsstand located on the southwest corner of Tenth and Chestnut Streets, to construct, use and maintain conduits for fiber optic facilities in, under and across the southwest corner of Tenth and Chestnut Streets, for the purpose of supplying electrical service and telephone service to said newsstand.

THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:
SECTION 1. Permission is hereby granted to Ashwin B. Patel and Rams Newsstand, owner and operator of the newsstand located on the southwest corner of Tenth and Chestnut Streets, to construct, use and maintain conduits for fiber optic facilities in, under and across the public rights-of-way at the southwest corner of Tenth and Chestnut Streets, for the purpose of supplying electrical service and telephone service to said newsstand.
The construction and maintenance of said conduit shall be in accordance with the rules and regulations of the City of Philadelphia and specifically those of the Department of Licenses and Inspections, Streets, and Public Property.
No City department, agency, board or commission shall be required solely by virtue of this Ordinance to issue any permit, license, or approval that Ashwin B. Patel and Rams Newsstand must by law obtain prior to construction in the public right-of-way.
This Ordinance specifically does not grant Ashwin B. Patel and Rams Newsstand permission to install or use any machine or device outside the exterior wall of the newsstand.
SECTION 2. Before exercising any rights and privileges under this Ordinance, Ashwin B. Patel and Rams Newsstand shall enter into an agreement ("Agreement") with the appropriate City department or departments, in a form satisfactory to the City Solicitor, to provide that Ashwin B. Patel and Rams Newsstand:
