Amending Chapter 9-600 of The Philadelphia Code (Service and Other Businesses) to provide for a requirement that convenience stores provide receipts to minors, all under certain terms and conditions.

THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:
SECTION 1. Chapter 9-600 of The Philadelphia Code is hereby amended by adding a new Section as follows:

§ 9-633. Convenience Store Receipts.
(1) Definitions.
Convenience Store. Either of the following:
(i) Any store that is primarily engaged in the retail sale of a limited line of goods that includes, but is not limited to, milk, bread, soda, and snacks.
(ii) Any store that sells automotive fuel, and also engages in the retail sale of a limited line of goods that includes, but is not limited to, milk, bread, soda, and snacks.
Minor. Any person under the age of 18 years.
(2) Receipts required. No Convenience Store shall make any sale to a Minor unless the Convenience Store provides a receipt to the Minor at the time of the sale. Such receipt shall, at a minimum, clearly set forth the following: the name and address of the Convenience Store, the date of sale, the quantity and cost of each item purchased, any applicable tax, and the total amount paid.
SECTION 2. This Ordinance shall take effect immediately.
