Authorizing the City Council Committee on Labor and Civil Service to investigate how to close certain loopholes in the City's Police Pension Plan that lead to abuses of the retirement system by unethical, non-uniformed City employees who transfer to the Police Department.
Body
WHEREAS, The City Police Pension Plan makes it possible for unethical, non-uniformed employees who have worked for the City at least 10 years and who are at least 45 years old, to transfer from non-uniformed employment to the Police Department thus enabling those employees to immediately receive Police Pension Fund benefits; and
WHEREAS, These employees who have transferred from non-uniformed employment for the City to the Police Department are immediately entitled to Police Pension Plan retirement benefits; and
WHEREAS, The loophole that currently exists in the Police Pension Plan could add millions of dollars to the City's retirement outlays; and
WHEREAS, The Police Pension Plan is intended to provide for the security upon retirement of those City employees that risk their lives to provide for the safety of the citizens of Philadelphia; now therefore
RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, That it hereby authorizes the City Council Committee on Labor and Civil Service to investigate how to close certain loopholes in the City's Police Pension Plan that lead to abuses of the retirement system by unethical, non-uniformed City employees who transfer to the Police Department.
