Title: September 14, 2006 To the President and Members of the City of Philadelphia: I am returning unsigned Bill No. 060161, which carves out a Zoning Code exception for the use of temporary fencing in just the 10th Council District. As I have said before, our Zoning Code is rapidly becoming a patchwork quilt of exceptions and overlays. This Bill merely takes that rend one step further. If we are to facilitate our City's renaissance, we must reverse this trend. We must create a code that protects the qualityof life in our City by imposing reasonable and predictable controls, while at the same time encouraging growth and investment.
