THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:

SECTION 1. The President of the Fairmount Park Commission and the Executive Director of Fairmount Park are hereby authorized to enter into a ground lease ("Lease") with the Philadelphia Authority for Industrial Development ("PAID"), a body corporate and politic organized and existing under the laws of the Commonwealth of Pennsylvania, under which the City would lease approximately seven acres of Gustine Recreation Center to PAID and pursuant to which PAID would enter into a ground sublease ("Sublease") with Philadelphia Youth Tennis, Inc., a private, not-for-profit corporation organized and existing under the laws of the Commonwealth of Pennsylvania, under which PYT would construct and maintain indoor and outdoor tennis courts and ancillary facilities at Gustine Recreation Center ("Tennis Center"), use the Tennis Center to operate its p...
