Proposing an amendment to the Philadelphia Home Rule Charter providing for the creation of a Contractor Review Board within the Department of Licenses and Inspections; and providing for the submission of the amendment to the electors of Philadelphia.

WHEREAS, Estimates place the amount of lost tax revenue to the "Underground Economy" in Philadelphia in the tens of millions of dollars; and
WHEREAS, That money generated from the lost taxes could otherwise have gone to the Philadelphia School District; and
WHEREAS, The City of Philadelphia has a vested interest in ensuring the safety of all construction sites and all workers who are on those sites; and
WHEREAS, Implementing a Contractor Review Board will ensure that the City can do the best job possible to protect workers and cut down on the amount of revenue that is lost as a part of the "Underground Economy"; and
WHEREAS, Under Section 6 of the First Class City Home Rule Act (53 P.S. ?13106), an amendment to the Philadelphia Home Rule Charter may be proposed by a resolution of the Council of the City of Philadelphia adopted with the concurrence of two-thirds of its elected members; now, therefore, be it
RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, That the
following amendment to the Philadelphia Home Rule Charter is hereby proposed and shall be submitted to the electors of the City on an election date designated by ordinance:

(1) The Contractor Review Board Shall:
(a) Meet bi-weekly and provide enforcement and oversight power to the Department of Licenses and Inspections over the conduct of contractors;
