Authorizing the City Council Committee on Public Safety to hold hearings on enforcement related to Section 12-1130 of The Philadelphia Code and the possibility of a citywide live stop program.
Body
WHEREAS, Section 12-1130 of The Philadelphia Code provides for the seizure of vehicles that are not registered and which do not display a registration plate as required under Title 75 of the Pennsylvania Consolidated Statutes; and
WHEREAS, Section 12-1130 further provides for seizure for operating a vehicle without a license or for operating a vehicle without financial responsibility as required by Title 75 of the Pennsylvania Consolidated Statutes; and
WHEREAS, Individuals driving without registration and financial registration are a leading cause of increased insurance costs for city residents; and
WHEREAS, Increased insurance costs are yet another competitive disadvantage between the city and suburban counties; and
WHEREAS, In an effort to better avoid uninsured drivers and theft of registration stickers the Pennsylvania Department of Transportation (PennDOT) has changed the temporary registration from a sticker to a placard to be placed inside the rear window of a vehicle; and
WHEREAS, PennDOT has also instituted a pilot program for Philadelphia that will place all registration stickers in the rear window of motor vehicles; and
WHEREAS, These new reforms should enhance enforcement of Section 12-1130 of The Philadelphia Code; now therefore be it
RESOLVED, BY THE CITY COUNCIL OF PHILADELPHIA, That the Committee on Public Safety conduct hearings into the enforcement of Section 12-1130 of The Philadelphia Code.
FURTHER RESOLVED, That the Committee take testimony on current efforts of the Pennsylvania Department of Transportation to alleviate problems related to sticker theft in Philadelphia including a citywide live stop program.
