Appointing Co-Chairs to the Special Committee on Poverty Reduction and Prevention, established pursuant to Resolution No. 190239 and authorized to hold hearings to propose and implement actionable policies and programs that substantively prevent and alleviate poverty in every Philadelphia neighborhood.

WHEREAS, On April 4, 2019, the Council of the City of Philadelphia, by a unanimous vote, adopted Resolution No. 190239, thereby authorizing the creation of the Special Committee on Poverty Reduction and Prevention; and
WHEREAS, The Resolution authorizes the Special Committee to propose and implement actionable policies and programs that substantively prevent and alleviate poverty in every Philadelphia neighborhood; and
WHEREAS, In furtherance of these goals, the Special Committee's duties shall include, but not be confined to: convening regular meetings for planning and coordination purposes; tracking the City's progress towards the implementation of actionable strategies and recommendations found in the "Narrowing the Gap" report; examining the efficacy of current programs and policies, identifying local and national best practices; engaging community leaders; increasing capacity for data collection and analysis; developing metrics to measure progress toward strategic goals; reviewing allocation of City resources to ensure optimization of results; and holding public hearings to highlight the Special Committee's progress and solicit public input; and
WHEREAS, To fulfill its mission, and building off a report issued by Council in March 2019, "Narrowing the Gap: Strategies to Alleviate and Prevent Poverty in Philadelphia," three Subcommittees will be established to focus on Housing, Jobs, and Education, and the Social Safety Net, with members of those committees to be designated in the near future; and
