Title
Amending Title 21 of The Philadelphia Code, entitled "Miscellaneous," by requiring the Finance Director to submit to Council, with the Mayor's proposed annual operating budget, an information technology strategic plan, following procedures to be adopted by the Managing Director, all under certain terms and conditions.
Body
WHEREAS, The City of Philadelphia faces ongoing budgetary pressures due to multiple factors including the broad-based economic downturn, thereby increasing the need for City government to make the most efficient and effective use of its resources and deliver the most value possible to citizens; and
WHEREAS, Citywide integration of technology into workflow processes has the potential to save the City hundreds of millions of dollars annually; and
WHEREAS, Furthermore, The City can increase efficacy and delivery improved services to citizens by investing in and incorporating technology into all government departments; and
WHEREAS, Impediments to the City achieving these savings and improved operations include fragmented information technology infrastructure, duplicative core business application functionality, and a lack of standardized information technology infrastructure - all of which drive up support costs, increase information technology complexity, and negatively impact the City's ability to serve its citizens; and
WHEREAS, The City currently is undertaking a significant investment in information technology - $120 million worth of projects funded through the capital program over the next five years - in addition to its ongoing operating budget information technology spending, which exceeds $60 million per year; and
WHEREAS, The continued support and successful completion of this significant and necessary investment would be aided by consideration during the annual hearings on the operating budget and capital program of an information technology strategic plan detailing the various technology-related initi...
