WHEREAS, The Redevelopment Authority of the City of Philadelphia (hereinafter "Redevelopment Authority") has prepared and submitted an urban renewal plan and a redevelopment proposal for the redevelopment of the New Kensington - Fishtown Urban Renewal Area, (hereinafter "New Kensington - Fishtown"), which said plan and proposal were approved by Ordinance of the Council on June 13, 1997, as amended; and

WHEREAS, The Redevelopment Authority has prepared a redevelopment contract for a portion of the New Kensington - Fishtown, designated as Parcel No. 20 also sometimes identified by respective house number and street address as 1317-1323 Frankford avenue (hereinafter "Parcel"). The area of said Parcel is bounded as follows:

Parcel No. 20 (1317-1323 Frankford avenue).

ALL THAT CERTAIN lot or piece of ground located in the Eighteenth Ward of the City of Philadelphia with the buildings and improvements thereon erected beginning at a point on the easterly side of Frankford avenue one hundred thirteen feet three inches northerly from the corner formed by the intersection of said easterly side of Frankford avenue with the northerly side of Thompson street; Thence running northerly and along the said easterly side of Frankford avenue forty three feet one-half inch to the southerly side of Mercer street; Thence running westerly along the said southerly side of Mercer street forty six feet...
