WHEREAS, Dermatology, Laser, and Aesthetic Surgery, owned by Dr. Louis A. Brown, Jr., has made a significant and lasting contribution to the Rising Sun Avenue Business Corridor and the City of Philadelphia; and
WHEREAS, Dr. Louis A. Brown, Jr., the son of Henrietta Marie Brown, a civically minded mother who raised him in the public housing projects of "El Barrio" in East Harlem, New York City, has dedicated his career to both advancing the field of dermatology and enhancing the civic vitality of the Lower Northeast Philadelphia neighborhood of Lawndale; and
WHEREAS, Dr. Brown has been a pivotal force in the revitalization efforts of the Rising Sun Avenue Business Corridor, inspired by numerous community stakeholders who have served as role models and collaborators in bringing resources and services to the Ninth Councilmanic District; and
WHEREAS, Dr. Brown's efforts have been supported and motivated by notable community leaders including Mark Orehowsky, Councilwoman Marion Tasco, State Representative Jared Solomon, Lawncrest Community Association members Bill Dolbow, Phillip Grutzmacher, Heather Miller, and Mayor Cherelle Parker, who have all contributed to the enhancement of public safety, aesthetic improvements, and business vitality in the Rising Sun Avenue corridor; and
WHEREAS, Through collaborative initiatives such as the Red-Light Camera system at Rising Sun Avenue and Levick Street, police surveillance cameras along Five Points, pioneering street sweeping programs, and aesthetically pleasing improvements like Mural Arts Philadelphia banners and "Big Belly" refuse receptacles, Dr. Brown has demonstrated an unwavering commitment to civic pride and community engagement; and
