The Council of the City of Philadelphia is pleased and proud to extend congratulatory wishes to Richard E. Roy on the occasion of his retirement following 36 years of dedicated service to the Water Department.  
 
WHEREAS, Richard Roy began his career at the Philadelphia Water Department in June of 1968 as the Project Engineer.  He rose through the ranks of the Water Department to become Manager of the Construction Division in January of 1992 and Deputy Water Commissioner in August of 2001. As Deputy Water Commissioner, Mr. Roy was responsible for the $2 billion dollar municipally-owned water and wastewater utility with assets serving a population of over 1.5 million within the city limits and an additional 200 square miles with neighboring counties and townships; and
 
WHEREAS, Richard E. Roy managed the daily operations of three fresh water treatment plants producing over 300 million gallons per day, three wastewater treatment plants treating approximately 500 million gallons daily, a biosolids recycling center disposing approximately 250,000 tons a year, and 6,000 miles of water mains and sewers, and 31 water and sewer pumping stations; and
 
WHEREAS, In March of 2000 until August of 2001, Mr. Roy was called upon to use his expertise to act as Interim Water Commissioner; and
 
WHEREAS, Richard E. Roy performed these duties above and beyond the call of duty.
 
RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, That we hereby honor and commend Richard E. Roy.  We congratulate him on his retirement after 36 years of dedicated service to the City of Philadelphia, and extend to him our respect and admiration.
 
FURTHER RESOLVED, That an Engrossed copy of this resolution be presented to Richard E. Roy as evidence of the sincere sentiments of this legislative body.
