Title
Authorizing the Street Commissioner, on behalf of the City, to execute an Inter-Governmental Agreement for a Southeast Pennsylvania Regional Household Hazardous Waste Education, Collection and Management Project, under certain terms and conditions.
Body
WHEREAS, Household hazardous waste consists of numerous products common to the average home, such as oil-based paints, solvents, and pesticides; and

WHEREAS, Household hazardous waste has the potential to create risks to health, safety and natural resources when used, stored, or disposed of improperly; and

WHEREAS, The City of Philadelphia has worked with Bucks, Chester, Delaware, and Montgomery Counties ("the Counties"), and in coordination with the Delaware Valley Regional Planning Commission, to assess the feasibility of a regional Household Hazardous Waste program; and

WHEREAS, The Delaware Valley Regional Planning Commission's report entitled "Feasibility Analysis of a Regional Household Hazardous Waste System in Southeastern Pennsylvania" recommended that the City and the Counties work together to develop a regional Household Hazardous Waste program; and

WHEREAS, On July 25, 1996, the City signed a Memorandum of Understanding with the Counties providing for the counties to work together in designing a regional Household Hazardous Waste program; and

WHEREAS, The City's Solid Waste Advisory Committee has endorsed the proposed regional Household Hazardous Waste program; and

WHEREAS, The City and the Counties adopted an Inter-Governmental Agreement during the Spring of 1998 under which the City and the Counties worked together in implementing a regional Household Hazardous Waste program for a three year period; and

WHEREAS, The City and the Counties have proposed a second Inter-Governmental Agreement to continue working together in implementing a regional Household Hazardous Waste program for a second three year term; now, therefore
