THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:
 
SECTION 1. Title 14 of The Philadelphia Code is hereby further amended to read as
follows:

(8)      North Delaware Avenue.
 
(a)      Applicability.
 
The requirements of this North Delaware Avenue /NCA Overlay district apply to the area bounded by Spring Garden Street, the Delaware River, Lehigh Avenue, Frankford Avenue, Girard Avenue, and 5th Street, except the district shall exclude the area bounded by Laurel Street, Frankford Avenue, and the east side of I-95, as shown on the following North Delaware Avenue map for illustrative purposes only.

§14-802.  Motor Vehicle Parking Ratios.

(7)         Regulations Applicable to Specific Areas. The following additional parking regulations are applicable to specific areas of the City. When the regulations of Chapter 14-800 (Parking and Loading) are inconsistent with the requirements of this §14-802(7) (Regulations Applicable to Specific Areas), the requirements of this § 14-802(7) shall control.

(c)         Delaware River Waterfront.  Parking for sit-down restaurants and nightclubs and private clubs on a commercially-zoned lot within the area bounded by Rhawn street, the Delaware River, the Philadelphia Naval Base and the Delaware Expressway (I-95) excluding the area bounded by the north side of Market street extended, the pierhead line of the Delaware River, the south side of South street extended and the easterly side of Christopher Columbus Boulevard (otherwise known as Penn's Landing), and further excluding the area bounded by Laurel Street, Frankford Avenue, and the east side of I-95, as shown on the following map for illustrative purposes only, shall meet the following standards, notwithstanding any other parking requirements set forth in this Chapter 14-800 or elsewhere in this Zoning Code.

SECTION 2. This Ordinance shall become effective immediately.
