WHEREAS, On July First, Nineteen Hundred and Ninety One, Dr. John J. Mulhern joined the faculty at the University of Pennsylvania Fels Institute of Government, and through his fifteen years of service has played an integral role in making Fels the distinguished academic institution it is today; and

WHEREAS, Throughout his tenure, Dr. Mulhern has held numerous leadership positions within the Fels Institute of Government including: Senior Lecturer and Research Associate; Director of the Fels Center of Government and Senior Lecturer; Director of the Master of Government Administration Program and Senior Lecturer; Director of Professional Education and Senior Lecturer; Director of Professional Education and Adjunct Associate Professor of Classical Studies and Government Administration; and

WHEREAS, Dr. Mulhern has served as an academic advisor, mentor, and friend to countless students including numerous Philadelphia City Council staff members while they were completing their Master of Governmental Administration Degrees at the Fels Institute of Government; and

WHEREAS, Dr. Mulhern created a program of study that emphasized the strong continuing connections amongst classical studies, modern politics, and practical solutions to pressing public problems; and

WHEREAS, Dr. Mulhern was instrumental in creating and launching the Fels Institute of Governments' five course certificate programs in Public Finance, Politics, Non-Profit Administration, and Economic Development and Growth; and

WHEREAS, Dr. Mulhern has been a driving force in promoting executive education, student recruitment, and graduate job placement; and
