Title

Authorizing the Committee on Children and Youth to hold hearings on the implementation of Bill No. 220654-A and the success of Community Evening Resource Centers.

 

Body

WHEREAS, Bill No. 220654-A was enacted to regulate the conduct and activities of minors during evening hours with the goal of ensuring their safety and well-being; and

 

WHEREAS, Evaluating the outcomes of this legislation is necessary to assess its effectiveness while offering youth opportunities to grow, develop, and positively contribute to their communities; and

 

WHEREAS, Community Evening Resource Centers were established to provide free, safe spaces for youth aged 10 to 17 during curfew hours, offering structured and engaging activities at night; and

 

WHEREAS, All centers host activities such as sports, community service projects, job-readiness training, violence prevention workshops, and more, to support youth engagement; and

 

WHEREAS, Staff at these centers serve as mentors who encourage youth development, through programs that support their academic success, mental health, and other needs; and

 

WHEREAS, There are six Community Evening Resource Centers throughout Philadelphia, operating from 7:00 p.m. to 2:00 a.m. to provide programs and resources for children; and

 

WHEREAS, The ongoing partnership between the Philadelphia Police Department and the Department of Human Services has led to the successful implementation of the minor curfew and the growth of the CERCs; now, therefore, be it

 

RESOLVED, THAT THE CITY COUNCIL OF PHILADELPHIA, Hereby authorizes the Committee on Children and Youth to hold hearings on the implementation of the curfew legislation and the success of Community Evening Resource Centers in meeting the needs of the City’s youth.
