Title
Initiating action to establish a neighborhood improvement district, to be known as the Mayfair Business Improvement District ("District"), in an area that generally includes both sides of Frankford Avenue from the north side of Harbison Avenue to the south side of Sheffield Street and certain blocks of streets that intersect that portion of Frankford Avenue; and for which Mayfair Business Improvement District, Inc., a Pennsylvania nonprofit corporation, would serve as the Neighborhood Improvement District Management Association; approving a preliminary plan for and report concerning the District; and authorizing and directing the Committee on Rules and the Clerk of Council to take all actions that are required by the Community and Economic Improvement Act, prior to enactment of an ordinance that would formally establish the District.
Body
WHEREAS, Property owners, business owners and community leaders from the Mayfair neighborhood have been developing, for over a year, a strategy for the revitalization of the Frankford Avenue business corridor; and
WHEREAS, In developing this strategy, they have solicited input from property owners and businesses in the Mayfair community through numerous work meetings, community meetings, mailings and surveys; and
WHEREAS, As a result of this process, it has been determined that establishing a business improvement district along Frankford Avenue from Harbison Avenue to Sheffield Street, to include some of the adjacent blocks, would be the best means to revitalize the business corridor; and
WHEREAS, Council is authorized by the Community and Economic Improvement Act, Act of December 21, 1998, P.L. 1307, No. 174 ("Act") (53 P.S. ยง18101 et. seq.)
