WHEREAS, The Office of Emergency Shelter and Services provides transitional and homeless services to approximately five thousand people per day; and
 
WHEREAS, Emergency shelter services should be provided for emergencies including homelessness caused by fire, evictions and other family problems; and
 
WHEREAS, Transitional housing services combined with social support services creates excellent tenants and homebuyers for our City; and
 
WHEREAS, It is the responsibility of government to provide support for people in need; and
 
WHEREAS, The City provides counseling services to first time homebuyers, those requiring drug and alcohol treatment and those who want to improvement their homes; now therefore
 
RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, Calling for fifty percent of all Community Development Block Grant dollars dedicated to funding Services to the Homeless including prevention services be used to implement the Mayor's Ten Year Plan to End Homelessness and further calling for the Office of Emergency Shelter and Services to implement said Plan.
