WHEREAS, The Redevelopment Authority of the City of Philadelphia (hereinafter "Redevelopment Authority") has prepared and submitted an urban renewal plan and a redevelopment proposal for the redevelopment of the Meadow 2 Urban Renewal Area, (hereinafter "Meadow 2"), which said plan and proposal were approved by Ordinance of the Council on May 20, 1970, as amended; and

WHEREAS, The Redevelopment Authority has prepared a redevelopment contract for a portion of the Meadow 2 Urban Renewal Area designated as Parcel No. 39 also sometimes identified by house number and street address as 4522 Penn street (the "Property"). The area of the Property is bounded as follows:

Parcel No. 39 (4522 Penn street).

ALL THAT CERTAIN lot or piece of ground situated in the Twenty-third Ward of the City of Philadelphia beginning at a point on the northwesterly side of Penn street (forty feet wide) at the distance of one hundred forty two feet eight and one-quarter inches from the southwesterly side of Orthodox street (forty feet wide); Thence extending northwest ninety three feet one and three-quarters inches to a point on the southeasterly side of a certain four feet wide alley that extends westwardly into Gillingham street (fourteen feet wide); Thence extending along said alley southwest fourteen feet five and three-quarters inches to a point; Thence extending southeast ninety thre...
