WHEREAS, The Philly TV Festival is a collaboration of Charles Gregory and Raymond Lerro and co-sponsored by Community Media Advocates and Philly Cam Television Studios to highlight multimedia artists and short filmmakers in Philadelphia; and

WHEREAS, Change Is, Inc. is a non-profit organization that aims to improve the social conditions and quality of life for Philadelphians using multimedia and video. Philly Cam is a non-profit organization established to produce and broadcast video content by the citizens of Philadelphia under the City's Cable Franchise Agreement; and

WHEREAS, The Public Access Channel established under the Cable Franchise Agreement, aims to produce video content for broadcast by and for Philadelphians. Community Media Advocates was formed by members of Philly Cam to assure and bolster the success the Public Access Channel; and

WHEREAS, The Philly TV Festival helps local producers of independent television and other short film artists hone their crafts, improve their program development and establish media distribution options for their work; and

WHEREAS, Through the Philly TV Festival, Philadelphia artists and filmmakers of short film media for television and the internet will have the opportunity to present their creative media for review and critique by industry professionals; and

WHEREAS, Speakers and panelists will be available to help local media makers improve their technical skills, marketing, funding and underwriting strategies for creative film projects; and
