WHEREAS, Capital projects within the Department of Recreation cover a broad range of proposals of varying complexity; and

WHEREAS, Capital projects in the Department of Recreation often receive funding from multiple sources which can affect their progress and deadlines; and

WHEREAS, Capital projects in the Department of Recreation may receive funding from several fiscal year budgets, a procedure that often delays and impedes the realization of the project; and

WHEREAS, Capital projects in the Department of Recreation receive scrutiny from the City Planning Commission, the Capital Office of the Finance Department, the Capital Office of the Department of Recreation, and the Councilperson and constituents from the relevant district; and

WHEREAS, Guidelines and deadlines for capital projects in the Department of Recreation are often fluid and indefinite, or of necessity, highly individualized; and

WHEREAS, Innumerable elements of the conceptualization, development and construction of capital projects in the Department of Recreation could be standardized and disseminated to all interested parties with the purpose of shortening the time frame for the completion of projects; now therefore

RESOLVED, THAT THE COUNCIL OF THE CITY OF PHILADELPHIA, Authorize the Committee on Parks, Recreation and Cultural Affairs to conduct hearings to examine the internal process utilized by the Department of Recreation in designing, developing and completing capital projects, with regard to strategic deadlines, assignment of consultants and architects, approval of contractors and ve...
