WHEREAS, On February 15, 2002, Faye L.M. Moore succeeded John K. Leary, Jr. as General Manager of the Southeastern Pennsylvania Transportation Authority (SEPTA); and
 
WHEREAS, As Chief Financial Officer and Treasurer of SEPTA since 1995, Ms. Moore has been responsible for managing yearly capital and operating budgets of more than $1 billion and has balanced the budget and created budget surpluses for four of the past five years; and
 
WHEREAS, A graduate of North Carolina A&T State University, Moore is married and has one daughter; is a member of the National Association of Black Accountants; American Institute of Certified Public Accountants; the Financial Executive Institute; and the Beta Alpha Psi Accounting Honors Fraternity; and
 
WHEREAS, Prior to joining SEPTA, Moore served as a Vice President at Providian Corporation; Senior Manager at Mitchell Titus, LLP; Director, Business Analysis and Operational Planning at CIGNA; Director, Mergers and Acquisitions also at CIGNA; and Senior Manager at KPMG LLP; and
 
WHEREAS, Moore is a role model for all Philadelphians; now therefore
 
RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, That we hereby honor and commend Faye L.M. Moore on her appointment as the first female and first African-American General Manager of the Southeastern Pennsylvania Transportation Authority.
 
FURTHER RESOLVED, That an Engrossed copy of this resolution be presented to Ms. Moore as evidence of the sincere sentiments of this legislative body.
