Amending Chapter 14-500 (“Overlay Zoning Districts”) of The Philadelphia Code to add a new section establishing the “Vine Street Expressway District,” all under certain terms and conditions.

THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:
SECTION 1. Title 14 of The Philadelphia Code is hereby amended to read as follows:

CHAPTER 14-500. OVERLAY ZONING DISTRICTS

§ 14-454. /VSO, Vine Street Expressway Overlay District.
(1) Applicability.
The standards and regulations of the /VSO, Vine Street Expressway Overlay District apply to all properties within the area bounded by the north side of Race Street, the east side of North 16th Street, the south side of Callowhill Street, and the west side of North Broad Street.
(2) Use Regulations.
(a) Prohibited Uses.
Any new residential use is prohibited within this overlay.
SECTION 2. This Ordinance shall become effective immediately.
