Authorizing the Committee on Labor & Civil Service to hold hearings on the City's decision to charge an application processing fee of thirty-five ($35) dollars for Civil Service positions within the City of Philadelphia.
Body
WHEREAS, The Administration made the decision to impose a thirty-five ($35) dollar application fee for individuals who apply for civil service position within the City of Philadelphia; and
 
WHEREAS, It is the position of this Council that the Personnel Department has the authority and the ability to create an application determining eligibility without wasting valuable time, effort and expense on the part of the city or the citizens of our city, and to provide any and all services possible towards achieving these ends; and
 
WHEREAS, The Personnel Department has the authority and ability to create or design form(s) that would satisfy city requirements and not offend city applicants; and
 
WHEREAS, To process a waiver form for application exacerbates the paper processing problem and singles our people needlessly; and
 
WHEREAS, Payment of a processing fee grants no rights or eligibility to applicants offensive and grossly unfair; and
 
WHEREAS, Seducing the city cost for applicants by charging a processing fee creates an unfair burden for those in needs; now therefore
 
RESOLVED, THAT THE COUNCIL OF THE CITY OF PHILADELPHIA, Has authorized the Committee on Labor and Civil Service to hold hearings on the City's decision to charge an application processing fee of thirty-five ($35) dollars for Civil Service positions within the City of Philadelphia.
