Authorizing City Council's Committee on Public Safety to hold a public hearing to investigate City Hall's Emergency Plan and current policies and procedures for addressing both Large Scale Emergencies and Small Individual Emergencies.
Body
WHEREAS, The safety and well-being of all those who visit and work in City Hall is our greatest priority; and
 
WHEREAS, Disaster is likely to strike, and there will not be much time to act, so preparing now for a sudden emergency will more than likely safe lives; and
 
WHEREAS, It is our responsibility to ensure that an Emergency Plan is in place and all City Hall Employees have been properly educated and trained; and
 
WHEREAS, Evacuation plans must be included with designated routes of egress, collection areas upon exiting the building, and additional support for the individuals who may need assistance in evacuating the building; and
 
WHEREAS, It also our responsibility to ensure that each office has individuals trained in CPR; and
 
WHEREAS, There have been cases where individuals had medical emergencies that required immediate attention, however confusion and delays in providing immediate medical attention resulted; and
 
WHEREAS, Quick action is the key, and the faster a CPR is administered, the more likely the victim is to survive; and
 
WHEREAS, Training and education empowers individuals to take control of their future and as we have seen in many tragedies, people will come to the rescue, however we must train, educate and empower to ensure life saving results.  
 
RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, That City Council Hereby Authorize City Council's Committee on Public Safety to hold a public hearing to investigate City Hall's Emergency Plan and current policies and procedures for addressing both Large Scale Emergencies and Small Individual Emergencies.
