THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:

      SECTION 1.  Section 2 of an Ordinance (Bill No. 970818) approved April 13, 1998 is hereby amended to read as follows:

SECTION 2.  This authorization is conditional upon compliance with the following requirements [within two (2) years from the date this Ordinance becomes law] by April 13, 2001.
