Title: Amending an Ordinance approved September 16, 1999, (Ordinance No. 990221-A), which revised the prevailing wage ordinance by extending the prevailing wage requirements to include all building and construction work contracts with City Agencies and City-related Agencies, and extended the prevailing wage requirements to building or construction work contracts on which City, City Agency and City-related Agency funds are allocated or spent, by revising the prevailing wage ordinance by increasing from thirty percent (30%) to sixty percent (60%) of the median income of Philadelphia Standard Metropolitan Area for recruitment of residents in qualifying census tracts apprenticeship programs for all unions involved in performing City Work, as defined in Section 17-107(1)(b) of The Philadelphia Code, under certain terms and conditions.

Body
THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:

SECTION 1. Ordinance No. 990221-A, approved September 16, 1999, is hereby amended to read as follows:

Section 2. This bill shall become effective when the Minority Business Enterprise Council shall have certified to the Mayor and the City Council that each union involved in performing City Work, as defined in Section 17-107(1)(b) of The Philadelphia Code.

(a) have recruited to their apprenticeship programs the maximum feasible number of residents of Philadelphia census tracts in which the medium income is no greater than ([30] 60%) (sixty [thirty] percent) of the median income for the Philadelphia Standard Metropolitan Statistical Area; and

(b) have in place a contractually binding program, to continually recruit to their apprenticeship programs, on an annual basis the maximum feasible number of residents of Philadelphia census tracts in which the medium income is no greater than ([30] 60%) (sixty [thirty] percent) of the median income for the Philadelphia Standard Metropolitan Statistical Area; and

SECTION 2. This Ordinance shall take effect immediately....
