WHEREAS, Chief Inspector James Tiano is a 39 year veteran of the Philadelphia Police Department; and

WHEREAS, Chief Inspector Tiano has served with distinction in the Patrol Bureau, the Highway Patrol and the Anti-Crime Teams, and was Commanding Officer of the Traffic Court Unit; and

WHEREAS, On February 9,1989, he was promoted to the rank of Captain and assigned to the Transit Unit; and

WHEREAS, On January 7,1991, he was assigned to the 9th District until August 17, 1997, when he was promoted to Inspector and assigned to the Central Police Division; and

WHEREAS, On April 28, 2003, he was promoted to the highest Civil Service rank of Chief Inspector and assigned to the Community Affairs Bureau; and

WHEREAS, Chief Inspector Tiano is the Police Department's liaison to the Gay Community, the Asian Community, and the Mental Health Community; and

WHEREAS, Chief Inspector Tiano has received the Police Department's Bravery and Heroism awards and more than 20 Merit Commendations; and

WHEREAS, Chief Inspector Tiano has received the Chapel of the Four Chaplains Award, the 2004 Distinguished Career Service Award from the County and State Detectives Association of Pennsylvania, and awards from many communities throughout the city; and

WHEREAS, The Philadelphia Daily News presents the George Fencl Award to a Philadelphia police officer who best exemplifies the fairness and compassion that defined the late George Fencl, who commanded the police Civil Affairs Unit; and

WHEREAS, The Philadelphia Daily News has presented its 19th Annual George Fencl Award to Chief Inspector James Tiano in recognition of his outstanding public service; now therefore
