Approving a Substantial Amendment to the Consolidated Plan 2022-2026 and Annual Action Plan 2022-2023 to add $163,204,000 in Community Development Block Grant - Disaster Recovery ("CDBG-DR") funding, all under certain terms and conditions.

WHEREAS, In accordance with Council's adoption of Bill No. 220509 (approved June 23, 2022), the City has filed applications for various forms of United States Department of Housing and Urban Development ("HUD") funding, as set forth in the City's Consolidated Plan 2022-2026 and Annual Action Plan 2022-2023; and
WHEREAS, Congress appropriated Community Development Block Grant - Disaster Recovery (CDBG-DR) funds through the Disaster Relief Supplemental Appropriations Act, 2022 (Public Law 117-43) and the Continuing Appropriations Act, 2023 (Public Law 117-180) to HUD to address housing, infrastructure, and economic revitalization needs resulting from disasters and to implement mitigation strategies to prevent damage from future disasters; and
WHEREAS, On May 24, 2022, HUD allocated $98,701,000 in CDBG-DR funds and on January 18, 2023, HUD allocated an additional $64,503,000 in CDBG-DR funds for a total of $163,204,000 in CDBG-DR funds to the City of Philadelphia to advance long term disaster recovery after the remnants of Hurricane Ida; and
WHEREAS, The City has prepared a Draft CDBG-DR Action Plan in accordance with CDBG-DR guidance (attached hereto as Exhibit "A"), now, therefore,
THE COUNCIL OF THE CITY OF PHILADELPHIA HEEBY ORDAINS:
SECTION 1. A Substantial Amendment to the Consolidated Plan 2022-2026 and Annual Action Plan 2022-2023 to add $163,204,000 in Community Development Block Grant - Disaster Recovery ("CDBG-DR") funding, as set forth and more fully described in Exhibit "A" attached hereto, is hereby approved.
