Authorizing the Committee on Labor and Civil Service to hold hearings and investigate the possibility of using the City of Philadelphia's civil service workforce to repair and perform preventative maintenance on projects in place of capital budget spending.
Body
WHEREAS, The City of Philadelphia's Capital Budget pays for a wide variety of repair and maintenance to recreation centers, municipal buildings and libraries;
WHEREAS, Funding these Capital budget items require bond issues that contribute to the City's debt; and
WHEREAS, The Constitution of the Commonwealth of Pennsylvania limits the amount of money that a City may borrow; and
WHEREAS, When the City was at the peak of its population growth, the City built facilities to accommodate a population much larger than the current population; and
WHEREAS, The City has numerous projects that require Capital budget commitments; and
WHEREAS, Using civil service employees that funded from the Operating Budget to perform preventative and repair work to certain City-owned facilities allows for both lowering capital budget expenditures and avoiding the potentially costly and lengthy procurement process, while providing much needed preventative maintenance; now therefore, be it
RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA THAT, The Council of the City of Philadelphia authorizes the Committee on Labor and Civil Service to hold hearings and investigate the possibility of using the City of Philadelphia's civil service workforce to repair and perform preventative maintenance on projects in place of Capital Budget spending.
