WHEREAS, The Redevelopment Authority of the City of Philadelphia (hereafter "Redevelopment Authority") has prepared and submitted an urban renewal plan and a redevelopment proposal for the redevelopment of the South Central Urban Renewal Area, (hereinafter "South Central"), which said plan and proposal were approved by Ordinance of the Council on December 14, 1971 as amended, and

WHEREAS, The Redevelopment Authority has prepared and submitted an urban renewal plan and a redevelopment proposal for the redevelopment of the Point Breeze East Urban Renewal Area, (hereinafter "Point Breeze"), which said plan and proposal were approved by Ordinance of the Council on June 11, 1998; and

WHEREAS, The Redevelopment Authority has prepared a redevelopment contract which includes, inter alia, a portion of the South Central Urban Renewal Area, designated as Parcel No. 175 also sometimes identified by respective house number and street address as 1026 South Colorado street and a portion of the Point Breeze East Urban Renewal Area designated as Parcel Nos. 32 and 33 also sometimes identified by resp...
