THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:

      SECTION 1.      Section 2 of an Ordinance (Bill No. 010268) approved August 31, 2001, as amended by Bill No. 020350, and as amended by Bill No. 030672, is hereby  amended to read as follows:

            SECTION 2.      This authorization is conditional upon compliance with the following requirements [by August 31, 2003] by August 31, 2007.

      SECTION 2.      This Ordinance shall become effective immediately.
