Authorizing City Council's Committee of the Whole to hold the public hearings required pursuant to Chapter 17-2300 of The Philadelphia Code ("Public Hearing Prior to Execution of a Labor Agreement Concerning Police Employees Represented by the Fraternal Order of Police"), which Code Chapter requires that the Council hold a hearing in connection with the City's contract proposal in anticipation of collective bargaining between the City and the Fraternal Order of Police.

WHEREAS, Chapter 17-2300 of The Philadelphia Code ("Public Hearing Prior to Execution of a Labor Agreement Concerning Police Employees Represented by the Fraternal Order of Police") (Bill No. 200364-A (approved September 30, 2020)), provides, in relevant part, that
The City shall not send a proposal to the [Fraternal Order of Police] to enter into or amend a Contract as defined herein, unless the Mayor has requested, by letter provided to the Chief Clerk of Council, and City Council has held, a public hearing addressing the Contract proposal, including but not limited to, the cost of the Contract proposal and any other terms or conditions set forth therein, at least thirty days before sending the proposal, unless the Council President certifies to the Office of Labor that Council is unavailable for a 30 day period from the time of receiving the Mayor's request for a hearing to do so; and
WHEREAS, By letter dated October 30, 2024, Mayor Cherelle L. Parker has advised Council that the City intends to send such a proposal to the FOP and has requested Council to schedule a hearing pursuant to Chapter 17-2300 of the Code; now, therefore, be it
RESOLVED, BY THE COUNCIL OF THE CITY PHILADELPHIA, That Council's Committee of the Whole is hereby authorized to hold the hearing required pursuant to Chapter 17-2300 of The Philadelphia Code ("Public Hearing Prior to Execution of a Labor Agreement Concerning Police Employees Represented by the Fraternal Order of Police") concerning th...
