All resolutions (excepting resolutions of condolence and congratulations shall be sent, by the sponsor, to every Councilperson, so as to be in the possession of members by at least 12:00 noon the day prior to the day of introduction into the Council and, when introduced, shall be printed for the use of the members and the public and shall be numbered consecutively.
