THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:
 
SECTION 1. Title 4 of The Philadelphia Code is amended to read as follows:

PM-302.2 Sanitation: All exterior property and premises, including porches, patios, yards, courts and decks, and sidewalks, curbs and alleys abutting said property, extending one and one-half feet from the curb line into the street on which the property fronts, shall be maintained in a clean, safe and sanitary condition and free from any accumulation of:
 
1. [rubbish or garbage] garbage, refuse, rubbish and litter. No person shall be responsible for cleaning the garbage, refuse, rubbish, and litter which accumulates at sewers or drains located within the one and one-half foot distance from the curb line into the street;
