Title
Amending Title 12 of The Philadelphia Code, entitled "Traffic Code," to provide for designated transportation network company vehicle stands, definitions and prohibitions, clarifying penalties related to bus, taxicab and TNC vehicle stands, amending violations subject to camera-based parking enforcement, and amending parking violations subject to towing, all under certain terms and conditions.

THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:
SECTION 1. Title 12 of The Philadelphia Code is hereby amended to read as follows:

In this Title the following definitions apply:

(20.1) Transportation Network Company vehicle or TNC vehicle. A vehicle authorized by the Pennsylvania Public Utility Commission, the Philadelphia Parking Authority or other authorized jurisdiction to provide transportation network service in the Commonwealth and which displays a valid TNC service sign.
(20.2) TNC vehicle stand. A place set aside for TNC vehicles to stand or wait for passengers while the driver is logged onto the digital network and is available to provide transportation network service.

? 12-907. Designation of Public Carrier Stands.
(1) The Department may designate bus stops, bus stands, taxicab stands, [and] stands for other passenger common-carrier motor vehicles, and stands for TNC vehicles when it determines such stands are necessary and justified by traffic conditions.

(1) No person shall stop, stand, or park a vehicle other than a bus in a bus stop or bus stand, or other than a taxicab in a taxicab stand, or other than a TNC vehicle in a TNC vehicle stand, except that the operator of a passenger vehicle may temporarily stop therein for the purpose of and while actually...
