THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:

      SECTION 1.      Section 2 of an Ordinance (Bill No. 020741) approved January 23, 2003 is hereby amended to read as follows:

      SECTION 2.      This authorization is conditional upon compliance with the following requirements [within one (1) year from the date this Ordinance becomes law] by March 11, 2005.
