Recognizing and Honoring Consul Carlos I. Giralt-Cabrales on 25 years of outstanding Public Service to Mexico and the City of Philadelphia.

WHEREAS, Carlos I. Giralt-Cabrales was born in Mexico City in 1963, where he took courses in Strategic Studies at the National Institute for Public Administration (INAP); and
WHEREAS, Carlos Giralt-Cabrales has been working for the Mexican Ministry of Foreign Affairs since 1983, and became a Foreign Service career member in 1991; and
WHEREAS, As an officer in Mexico City he was the Analyst, Chief of Department for Consular Statistics, Vice-Director for Consular Coordination, Director of Consular Affairs, Deputy General Director for Consular Services, and Acting General Director for Consular Services; and
WHEREAS, In his role as a diplomat, he was appointed Deputy Consul at the Consulate of Mexico in Philadelphia, Pennsylvania; Deputy Consul and Acting Consul General at the Consulate General of Mexico in Sacramento, California, and Consul of Mexico in San Bernardino, California. He returned to Philadelphia as the head of the Consulate of Mexico and has served here since August 20, 2010; and
WHEREAS, Consul Giralt-Cabrales has demonstrated his commitment to improve the quality of the services provided by the Consulate of Mexico in Philadelphia or has reached out into the community in order to establish a consistent political dialogue with authorities, business organizations, cultural entities and community leaders, with the intention of building better relations between Mexico and the Delaware Valley region; and
WHEREAS, In his role Consul Giralt-Cabrales has been a leading advocate for immigration reform, language access, and increasing access to government to the Mexican Community; and
WHEREAS, Consul Giralt Cabrales has promoted the economic development of Philadelphia's Mexican Community and expanded the regions relationship with Mexico; and
