Title
Authorizing the Committee on Labor and Civil Service to employ and fix the compensation of experts to assist the Committee with its inquiries and recommendations in conjunction with the hearings and investigations being conducted by the Committee.
Body
WHEREAS, On January 24, 2008, Philadelphia City Council adopted Resolution No. 080049, authorizing the Committee on Labor and Civil Service to conduct hearings “to make inquiries and investigations regarding the state of the City of Philadelphia Municipal Retirement System (“Pension System”), including the Pension System's existing plan entitlements, contributions and investment strategies” and “to prepare a report making recommendations to ensure the future fiscal stability of the Pension System”; and
 
WHEREAS,  On October 26, 2009, the Committee on Labor and Civil Service held its first hearing pursuant to Resolution #080049 and took public testimony regarding the Pension System; and
 
WHEREAS,  As part of the overarching goal of reinventing government and implementing much needed tax reform to ensure the City's fiscal stability, the Committee on Labor and Civil Service needs the assistance of experts to analyze proposed solutions and reforms to the tax and pension system.
 
THEREFORE, BE IT RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, That the Committee on Labor and Civil Service is hereby authorized to employ and fix the compensation of experts to assist the Committee with its inquiries and recommendations in conjunction with the hearings and investigations in an amount not to exceed $50,000.
