Title: Amending Section 19-2602 of The Philadelphia Code, which requires every person engaging in businesses within the City of Philadelphia to obtain a business privilege license, by authorizing duly designated employees of the Philadelphia Parking Authority ("Authority") to assist in the enforcement of that Section by inspecting businesses to see if the required license has been obtained, and reporting the results of such inspections to the Department of Licenses and Inspections for further action, and delegating to the Authority the power to carry out such function, all under certain terms and conditions.

THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:

SECTION 1. Section 19-2602 of The Philadelphia Code is hereby amended to read as follows:
ยง19-2602. Licenses.
(1) Every person desiring to engage in or to continue to engage in any business within the City of Philadelphia shall, whether or not such person maintains a place of business in the City, prior to engaging in such business, procure a business privilege license from the Department of Licenses and Inspections.

(6) Cease Operations Orders.
(a) Whenever business is being conducted in or on any premises without a required business privilege license, the Department of Licenses and Inspections ("Department") may issue a Cease Operations Order directing that business activity cease immediately until the required license is obtained.

(.4) Employees of the Philadelphia Parking Authority ("Authority") who are duly designated by the Authority to take such action are hereby authorized to aid in the enforcement of this Section by visiting premises at which business is being conducted and requesting a copy of the business privilege license for such business. Authority employees shall provide written reports to the Department listing the premises visited and whether or not a business privilege license was produced, but shall take no further action in the matter.
