Authorizing the City Council Committee on Streets and Services to hold public hearings to examine the number of problems regarding the issuance of parking tickets related to the street sweeping pilot program being conducted in various neighborhoods throughout the City; and that current ticketing operations relating to the street sweeping program in the Second, Sixth and Seventh Councilmanic Districts be suspended until these issues have been rectified by the Parking Authority.
Body
WHEREAS, The Department of Streets, with the assistance of the Philadelphia Parking Authority, created an excellent pilot program to clean streets in various neighborhoods in the City in an attempt to address and solve the problem of dirty streets in Philadelphia; and

WHEREAS, While the original mission of the street sweeping program is very well intentioned, and the Parking Authority attempted to educate the public about the enforcement of parking regulations related to the program, an enormous number of complaints about ticket issuance from residents and businesses need to be addressed by the Parking Authority; and

WHEREAS, The concerns about the program include, but are not limited to, cars being ticketed in error and the tremendous number of tickets being issued; and

WHEREAS, Failing to address these issues immediately will irrevocably harm what can be a highly successful program with some fine-tuning; and will also have a negative impact on the very neighborhoods that this administration is trying to revive; now therefore

RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, That the City Council on Streets and Services be authorized to hold public hearings to examine the number of problems regarding the issuance of parking tickets related to the street sweeping pilot program being conducted in various neighborhoods throughout the City.
