WHEREAS, The Hispanic Bar Association (HBA), helps to promote the number and advancement of Latino attorneys through the Commonwealth of Pennsylvania; and

WHEREAS, As part of its education goal to increase the enrollment of Latino students in law schools, the Hispanic Bar Association of Pennsylvania Legal Education Fund (HBALEF) awards educational scholarships to Hispanic law students; and

WHEREAS, Over the course of the last thirteen years, the HBALEF awarded more than sixty-five scholarships to worthy recipients, many of whom are first generation college graduates; and

WHEREAS, This year's honoree is Mr. Kenneth I. Trujillo, Esquire, a long time member and supporter of the Hispanic Bar Association of Pennsylvania and appointed by Mayor John F. Street to the cabinet level post of City Solicitor making Mr. Trujillo the first Latino to lead the City of Philadelphia's law department; and

WHEREAS, The HBA banquet will feature as its keynote speaker, the distinguished Mickey Ibarra, Assistant to the President of the United States and Director of Intergovernmental Affairs, who serves as President Clinton's chief liaison to state and local officials; now therefore

RESOLVED, THAT THE COUNCIL OF THE CITY OF PHILADELPHIA, Recognizes the achievements of the Hispanic Bar Association of Pennsylvania Legal Education Fund as it celebrates its Fourteenth Annual Scholarship Banquet on October 26, 2000 and honors Mr. Kenneth I. Trujillo, Esquire the first Latino to be appointed Philadelphia City Solicitor.
