WHEREAS, Phelim Dean, Joseph Markey and Bernard Markey were individuals who were extremely well respected in their neighborhood of Grays Ferry.  These were great men who gave of themselves without selfishness or restraint and who constantly sought to enhance their neighborhood for their families and friends.  They were committed to the City of Philadelphia, contributing to its culture and history, and likewise committed to their neighborhood; and
 
WHEREAS, Phelim Dean was a business owner who contributed to local organizations and helped support senior citizens groups and baseball leagues.  Joseph and Bernard Markey, who were brothers, were long-time committeepeople dedicated to serving their constituents, especially senior citizens.  All three of these men were influential community leaders dedicated to serving the city and the community they treasured so richly; and
 
WHEREAS, Throughout their lives, Phelim Dean, Joseph Markey and Bernard Markey, made unique and significant contributions to their neighborhood.  Therefore, it is fitting and proper that the City of their birth honor Phelim Dean, Joseph Markey and Bernard Markey; now therefore
 
RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, THAT 29th Street at the intersection of 29th and Tasker Streets shall also be known as Markey Boulevard and Tasker Street at the intersection of 29th and Tasker Streets shall also be known as Dean's Way.
