Honoring A. Frank Donaghue.

WHEREAS, Mr. Donaghue is an ordained Episcopal priest who joined the American Red Cross Southeastern Pennsylvania Chapter in 1983 as Director of Financial Development. He was admired by everyone who knew him, was promoted twice, and became CEO of the organization in 1991; and
WHEREAS, In Philadelphia, Mr. Donaghue created a model blood services program which would be used nationally. He also developed Statewide Extended Care, one of the most innovative disaster relief programs in America. He also helped establish Red Cross House, a transitional care facility in West Philadelphia; and
WHEREAS, Frank Donaghue is a native of Philadelphia, and he has dedicated his life to serving its citizens. He has graduate degrees from the University of Pennsylvania and Seton Hall University, but his real education has been a schooling of the heart and soul through his work with others. He has enhanced untold thousands of lives, from Red Cross national-level leaders to HIV patients to his devoted congregation at St. Luke's and the Epiphany Church in Philadelphia; now therefore
RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, That we hereby honor and commend Mr. A. Frank Donaghue at the time of his retirement from the American Red Cross.
FURTHER RESOLVED, That an Engrossed copy of this resolution be presented to Mr. A. Frank Donaghue as evidence of the great respect, sincere admiration and very best wishes of this legislative body.
