Title

Approving the Revision to the Cathedral Village Lifecare Facility "RC-6" Master Plan.

Body

                     WHEREAS, Cathedral Village Lifecare Facility is an approximate 38 acre site located at 8600 Ridge Avenue and is zoned “RC-6”; and

 

                     WHEREAS, Cathedral Village is proposing an amendment to its "RC-6" Master Plan which provides for the construction of 16 one-story townhouse structures for senior citizen housing and an 18-space parking area; and

 

                     WHEREAS, Cathedral Village has presented its expansion plan to neighboring residents and civic associations and has support from the Cathedral Village Residents' Association, the Upper Roxborough Civic Association, the Chapel Hill Civic Association and the residents of the 700 block of Manatawna Avenue; and

 

                     WHEREAS, The City Planning Commission has reviewed the “RC-6” Master Plan amendment and approved the revision at its May 22, 2002 meeting; and

 

                     WHEREAS, The master plan revision was officially forwarded to City Council for its action by the Planning Commission by a letter dated September 23, 2002; and

 

                     WHEREAS, Pursuant to Section 14-226(2)(c) of The Philadelphia Code, "within 45 days . . . Council shall reply in writing informing the Commission as to the action the Council has taken . . ." and that if Council takes no action within 45 days the master plan revision is deemed approved; and

 

                     WHEREAS, Given the community support for this project, the quality senior housing and care provided by Cathedral Village, and the need for additional senior housing in the Roxborough community, City Council should approve this revision and notify the Planning Commission of its support prior to the expiration of the 45-day period so that Cathedral Village can proceed as quickly as possible with this construction; now therefore

 

                     RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, That the revision to the Cathedral Village Lifecare Facility "RC-6" Master Plan be approved.

 

                     FURTHER RESOLVED, That the Council President provide written notice to the City Planning Commission of the action Council has taken.
