THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:

SECTION 1. Title 12 of The Philadelphia Code is hereby amended to read as follows:

TITLE 12. TRAFFIC CODE.

§12-916. Additional Parking Prohibitions.

(1) No owner shall park his vehicle on any public highway at any time after the commencement of a suspension of such owner's operating privilege pursuant to Section 1533 of the Pennsylvania Vehicle Code, 75 Pa. C.S.A. §101, et. seq., and before the operating privilege has been restored.

(2) No person shall park a vehicle on any public highway if the person is not licensed as required by 75 Pa. C.S.A. Section 1501, if the vehicle is not registered as required by 75 Pa. C.S.A. Section 1301, if the vehicle does not display a registration plate as required by 75 Pa. C.S.A. Section 1332, [or] if the vehicle is not covered by financial responsibility as required by 75 Pa. C.S.A. Section 1786, or if the vehicle does not display a currently valid certificate of inspection as required by 75 Pa. C.S.A. Section 4703.

§12-2406.1. Fees and Charges.

(1) A [fifty ($50)] seventy-five ($75) dollar booting fee and/or a [seventy-five ($75)] one-hundred ($100) dollar towing and removal fee shall be assessed to cover the costs of immobilization and/or impoundment of any vehicle immobilized or impounded pursuant to the provisions of this Chapter or other provisions of law.
