Honoring Ms. Janice D. Davis.

The Council of the City of Philadelphia is pleased and proud to honor Janice D. Davis for her dedicated service to City.

 

WHEREAS, Janice D. Davis has directed the financial operations for the City of Philadelphia since May of 2000.  As Secretary of Financial Oversight and Director of Finance, Ms. Davis was a member of the Mayor’s cabinet.  Her responsibilities included monitoring the financial health of all City departments, negotiating City contracts and exercising financial oversight relating to City entities including, the Philadelphia School District, Gas Works and the Parking Authority; and

 

WHEREAS, Ms. Davis has also served on many Boards of Directors and Commissions including the Pennsylvania Convention Center, Penn’s Landing, Philadelphia Intergovernmental Cooperation Authority, the Philadelphia Facilities Management Corporation and the Philadelphia Industrial Development Corporation as well as the City Planning Commission; and

 

WHEREAS, Before coming to Philadelphia, Ms. Davis served as Chief Financial Officer for the Dallas Independent School District and prior to that as the Director of Finance for Dallas/Fort Worth International Airport.  From 1992 to 1995, Ms. Davis served the City of Houston, Texas, first as the Director of General Accounting in the Controller’s Office and later as the Deputy Director of Financial Services.  From 1989 to 1992, she was the Utility Financial Administrator for the Sewerage and Water Board of New Orleans. She spent ten years with the Orleans Parish School Board and she holds a Bachelor’s of Science in Accounting from the University of New Orleans.  She is a Certified Public Accountant and Certified Government Financial Manager; and

 

WHEREAS, During her tenure in the City of Philadelphia she has gained the respect and admiration of her colleagues and peers and the members of this City Council for her command of the issues and her professionalism;  now therefore

 

RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, That we honor and commend Ms. Janice D. Davis for her outstanding service and dedication to the citizens of the City of Philadelphia.  While we are sad to see her leave, we congratulate her on her new appointment in the City of Atlanta and wish her much success; and

 

FURTHER RESOLVED, That an Engrossed copy of this resolution be presented as evidence of the sincere sentiment of this legislative body.
