WHEREAS, Philadelphia has a national reputation as a “Labor City”; and
 
WHEREAS, Labor negotiations often take place; and
 
WHEREAS, If labor negotiations are not successful re-negotiations must occur; and
 
WHEREAS, Employee layoffs under adverse circumstances can be viewed as union busting; and
 
WHEREAS, A city like Philadelphia has the ability and responsibility to protect and provide for its employees who are also city residents; now therefore
 
RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, Calling for honor and integrity in existing collective bargaining agreements regarding housing reorganization and furthermore calling for no circumvention of the process through any reorganization effort.
