Honoring Lynda Orfanelli for thirty-seven years of dedicated service to the City of Philadelphia.

WHEREAS, Lynda Orfanelli began her career with the City of Philadelphia as a Records Management Analyst in the Records Department in 1969. Recognizing her outstanding organizational skills and extraordinary talent, Mayor Frank L. Rizzo appointed Ms. Orfanelli to the Mayor's staff to provide budgeting and administrative services where she remained from 1972 through 1984, serving both Mayor Rizzo and Mayor William J. Green; and

WHEREAS, After a brief tenure in the Water Department, Ms. Orfanelli transferred to the Office of the Director of Finance, where she was soon promoted to Administrative Services Director. In 1996, Lynda Orfanelli was promoted to the position of Deputy Director of Finance for Accounting and Administration and in 2000, Mayor John F. Street appointed Ms. Orfanelli as Acting Finance Director, a role in which she managed the City's operating and capital budgets, revenue collection and investment, payroll, accounting, procurement, risk management and debt management; and

WHEREAS, In 2002, the Civil Service Commission appointed Ms. Orfanelli as the Personnel Director of the City of Philadelphia. Since that time, she has directed the provision of all human resources management services for a workforce of over 30,000 employees; and

WHEREAS, Ms. Orfanelli's expertise, judgment and skills are valued by numerous individuals and organizations throughout the City and she has worked with distinction on many boards, including the City's Board of Pensions and Retirement, the Philadelphia Housing Development Corporation and the Labor/Management boards for the City's unionized employees; and

WHEREAS, The United States Department of Defense recently honored Ms. Orfanelli and presented her with the Seven Seals Award for meritorious leadership and initiative in support of the men and women who serve the United States in the National Gua...
